User Policy
We recommend you review the user policy (applies to every service) of the POPBiLL service to efficiently develop the system.
1. User Structure
POPBiLL user structure is consisted of a “partner”, who proceeds the integration development of API product, and a “user”, who are the end-users of the client’s system.
As TEST stage is constructed independently from the PRODUCTION, any registered information (joint certificate, HomeTax department user account, calling number, etc.) and existing account in each stage cannot be transferred in between.
Partner
The partner is the subject who integrates the POPBiLL API service within their internal system or program to use it as its own or provide it to its existing clients. Generally, Partners are responsible for service agreement contract, manages the service operation including user management, payment, etc. POPBiLL allows the independent operation by enabling the sub-division of the main partner account(assigned with a business registration number) into multiple accounts by its department, service, and project units.
Partner is provided with “파트너 관리자센터(Partner Admin)” to use functions such as service statistics, tax settlement management, user management, etc.
User
The user is defined as the program users who use the system or program provided by the partner. It is mandatory to complete the POPBiLL user registration to access the service. Followings are available registration methods :

POPBiLL Service Website : the mandatory information as ‘LinkID’ must be shared to a user in advance to register
- Registration for POPBiLL Production Stage > Select “연동회원(User)”

API Registration
- Request for a registration via [JoinMember – Register for an account] API.
- If the partner proceeds the batch process for the customer’s registrations, we recommend you inform the customers by providing terms and conditions or a formal notice beforehand.
- To prevent the duplicated POPBiLL ID, we proceed the registration by using the company’s unique prefixes within ID. ex. prefix_id(pb_popbill)
- When the registration is completed, a notification email will be sent to the customer’s email. And if you do not wish to send an email, please contact the partner center.
2. Type of User
We provide various types of user management option to allow flexible system operation for a partner.
Single User Type
This type indicates when the partner uses their own system or program by integrating with the POPBiLL API product.
You will be automatically registered with the account information(ID/PW) entered on the integration application that can be used for both the TEST and PRODUCTION stages.
Multiple User Type
This type indicates when multiple users use the partner’s POPBiLL API integrated system or program.
- We recommend the customers to register as a user if the charging and usage history need to be separated as POPBiLL charges based on the usage of each user.
- It is mandatory to register as a user with own business registration number to use e-Tax invoice, cash receipt, e-commercial invoice, and NTS crawling products.
